Ethiopian Government Submits Nearly a Birr Two Trillion Budget Proposal for 2025/26 Fiscal Year to Parliament

The Ethiopian government has submitted its draft budget for the 2025/26 fiscal year to the House of People's Representatives (HPR), with total proposed expenditures nearing two trillion birr.

The Council of Ministers reviewed the draft federal budget proclamation during its 47th regular session held today. After thorough discussion and the incorporation of additional recommendations, the Council unanimously agreed to forward the proposal to the HPR for final approval.

The 2025/26 draft budget has been prepared with key national priorities in mind, including achieving the targets outlined in Ethiopia’s Ten-Year Development Plan, safeguarding national security, boosting production and productivity, and providing humanitarian assistance to citizens displaced by both natural and human-induced disasters.

The proposal was formulated after assessing the country’s 2025–2029 medium-term macroeconomic and fiscal framework, as well as reviewing the performance of the 2024/25 fiscal year’s program budget.

The nearly two trillion birr budget allocation includes funding for regular federal government expenditures, capital investments, regional state support, and contributions toward the implementation of the Sustainable Development Goals (SDGs).

In addition to the budget proclamation, the Council of Ministers also discussed a new draft proclamation focused on startups. The legislation is designed to provide a legal and institutional framework to support the creation, operation, and growth of startups in Ethiopia. It aims to foster innovation, improve access to finance, and encourage the development of new technologies and services.

Following the discussion, the Council unanimously passed the draft and agreed to forward it to the House of People's Representatives for further deliberation.
