Ethiopia: Addis Ababa Plans Shift from Code One Taxis to Bus-Based Transport System

Addis Ababa Transport Bureau Operations Director, Ato Dagnachew Shiferaw, said the shift aligns with the city’s future transportation policy and strategy, which prioritizes buses and metered taxis capable of carrying more than 25 passengers.

He noted that a single bus can replace about eight taxis, making it a more cost-effective and environmentally friendly option by reducing congestion, lowering fares, saving fuel, and minimizing air pollution.

Dagnachew added that most Code One taxis currently in service are old and fail to meet city standards. To address potential job losses, the government plans to help upgrade these vehicles into larger-capacity metered taxis.

The recent restrictions on taxis operating between Addisu Gebya, Garment, and Jemo junctions were also part of the broader policy. Officials said the ban targeted operators who cut routes and overcharged passengers on longer city journeys.

Under the new strategy, a dedicated bus rapid transit line from Jemo to Qera is planned for launch in 2025/26. Within two years, the city aims to establish a high-speed bus network independent of taxi services.
