
Ethiopia has secured the 23rd position globally in the 2026 Ataraxis Global Outsourcing Talent Index, a comprehensive analysis evaluating 193 countries on labor costs, English proficiency, talent availability, and digital infrastructure. The report highlights Ethiopia as part of a group of African nations becoming competitive destinations for business process outsourcing (BPO). Ethiopia now ranks among the top 25 global destinations, contributing to Africa’s 28% share of the world’s leading outsourcing hubs.
Within the African continent, Ethiopia is the sixth highest-ranked country. It follows South Africa, which leads the continent at 5th, Nigeria at 6th, Kenya at 11th, Egypt at 15th, and Ghana at 17th. Ethiopia is positioned just ahead of Uganda, which ranks 24th globally. The index notes that Ethiopia’s ranking is supported by labor costs that are more favorable than those in several higher-ranked nations. When compared to Ukraine, Ethiopia nearly ties in overall competitiveness. While Ethiopia offers lower labor costs, the report identifies weaker English proficiency as a relative shortcoming for Ethiopia.
The 2026 index is led by the Philippines, which ranks 1st globally due to a combination of high English proficiency and cost savings. Malaysia and India follow in 2nd and 3rd place, respectively. Ethiopia’s 23rd place ranking places it ahead of several established Western economies. For example, the United Kingdom ranks 29th, the United States ranks 86th, and Switzerland ranks 188th. These developed nations frequently score higher in infrastructure and English proficiency but are ranked lower overall due to higher labor costs.
The report classifies Ethiopia as one of 11 African countries within the global top 50. According to the data, Ethiopia shares a digital infrastructure score of 30/100 with Nigeria and Uganda. This score is identified as a constraint, as it sits below the global median. Kenya currently leads the African continent in this category with a score of 50/100. Despite these infrastructure and language limitations, Ethiopia’s labor cost competitiveness remains a primary factor in its current standing. The Ataraxis Index indicates that talent availability is the strongest predictor of a country’s success, and Ethiopia’s inclusion in the top 25 suggests a level of talent depth that offsets its existing technical and linguistic gaps.
The rise of Ethiopia and its neighbors reflects a shift in the outsourcing market. Seven African countries now sit in the global top 25. South Africa, the continent's leader at 5th place, is the highest-ranked country among all nations that achieved a perfect score in English proficiency. As the global BPO market is projected to reach USD 695.77 billion by 2033, the index suggests that emerging markets in East Africa, including Ethiopia, are becoming relevant to international companies seeking to manage operational costs while navigating the identified infrastructure challenges.
