Expression of Interest

UNICEF seeks Expression of Interest from Companies registered in Ethiopia who are interested to own a Service Rig “Dando BSR16” on “Lease Basis” from UNICEF for a period of 1 year.

Background:

UNICEF as WASH cluster lead is supporting the WASH Sector in Ethiopia in their effort to provide adequate and equitable access to sustainable water and sanitation services. In the effort to provide resilient water supply for people in Ethiopia, drilling of deep wells and maintenance of existing wells have been given a priority.

In support of above effort, UNICEF has purchased a new service rig that can be used for fishing, cleaning, development, test pumping of borehole sand other relates works.The service rig may be mobilized to “water scarce woredas” of Eastern Ethiopia. The service rig (Dando BSR16) has the capacity and equipped with all necessary equipment and accessories to service boreholes with depth of 500 meters. The service rig has the following specifications: -

  • Mounted on IVECO 6x6 Truck
  • Mast – clear height 9 meter and working capacity 16,000kgs.
  • Main Winch – 8000Kg
  • Swivel – static load capacity – 22,679Kg and Rotating load capacity – 12,247Kgs.
  • Compressor capacity
  • Mud pump
  • Welding Generator
  • Borehole Camera and other necessary equipment’s

Therefore, UNICEF would like to invite interested companies with required qualifications and experience working in the drilling sector in Ethiopia to submit expression of interest for operation, maintenance and management of the UNICEF owned service rig to undertake specific task as per planned activities.

ELIGIBILITY & CRITERIA FOR EVALUATION

  • The company should be registered in Ethiopia and should have Grade-3 & above classification by Ministry of Water, Irrigation and Energy;
  • The contractor must be involved in the drilling business and have a renewed professional certificate from the Ministry of Water, Irrigation and Energy.
  • The contractor should proof past experience in successful completion of fishing, cleaning, development and standard pump testing.
  • Has the capacity and willingness to work in Somali and Afar with support of the local authorities and past experience in those areas will be considered as an asset.
  • Has the capacity to provide 30% bank guarantee to receive the service rig from UNICEF. 

APPLICATION PROCEDURE

Interested parties should send an email in English expressing interest for registration and evaluation to Mr. Gebreselassie Tsegaye UNICEF Supply and Logistics Section, Email: gtsegaye@unicef.org  (Phone numbers office: +251-11-5184214; Mobile +251 911 130786). Please include “EOI for Service Rig Leasing” in the subject line and in the email please specify the name of the company/organization, address and contact details (email, mobile & telephone numbers). The terms of use and supplier form will be sent to you on expressing interest for registration by email.

Supplier profile form and supporting documents must be completed and submitted in PDF format by Email to gtsegaye@unicef.org by 01st September 2015. Please note that failure to submit the specified documents will mean that you will not be considered for invitation to bid.

A visit to our warehouse will be arranged on 26th August 2015, 10:00 am to physically examine the service rig.

From these expressions of interest, a limited number of companies will be short-listed and receive a Request for Proposals (RfP) containing the Terms of Reference (ToR) in September 2015. During the tendering procedures, the selected firms will be invited to submit technical and financial proposals.  

This Call for EOI does not constitute a solicitation; a response to this Call does not ensure you will be selected for invitation to bid. We do NOT require bids or proposals or prices at this stage; we merely seek the institutions’ expression of interest in participating in the bid.

UNICEF fully reserves the right to accept or reject registration. UNICEF also reserves the right to require compliance with additional conditions as and when shortlisting the qualified institutions.
