UNICEF Ethiopia Office is seeking Request for Proposals (RFP) from Firm /Company/ Organisation - to Conduct Capacity Development training on Spot Check.

Background:

As one of the mechanisms to obtain assurance of transferred funds for risk management and mitigation under the HACT framework, a spot check will be performed by qualified UNICEF staff or an Audit firm/Consultant as per UNICEF assurance plan, on the basis of IPs risk rating and UNICEF guidelines. 

To ensure staff performing spot checks have the required skills to deliver quality outcomes, there is a need to build the capacity of internal UNICEF staff to provide the knowledge and skills required and master the process through hands-on experience. 

Purpose. The purpose of the capacity development is to equip staff composed of programme and finance/operations staff with the required level of theoretical and practical knowledge on how to conduct spot checks

Expected Background and Experience.

a. The Audit firm/Consultant should be a reputable public accounting firm licensed for such works and registered with concerned authorities. All copies of relevant registration documents should be submitted together with tender documents.

b.The Audit firm/Consultant should have more than five years’ experience in providing related trainings and experience in applying ISA or INTOSAI audit standards.

  1. The Audit firm/Consultant should provide details on its human resource capacity to be assigned for the training, clearly indicating number of personnel that are internal staff of the organization and those that are subcontractors.

d.The trainers should have appropriate degrees as a minimum qualification.  CVs of trainers as well as key staff members should be submitted to UNICEF.

e. The trainers should be fluent in English as well as the local language.
