REQUEST FOR PROPOSAL- (RFP–S&L-2015–9119860) 

Topic: Drilling of Three Boreholes near Dobi and Bure towns in Elidar Woreda, of Afar Region, under the Joint Action Plan.

Background

Afar Regional State is one of the emerging regions in Ethiopia commonly affected with chronic water insecurity and supported with recurrent water trucking. The Joint Action Plan was initiated by the Water Resource Development Bureau of Afar Region to coordinate all Water Supply Intervention by all partners working in Afar region with objective of reducing chronic water insecurity by 50% by the end of 2015.

Given the complexity of geology and hydro-geology of Afar region, UNICEF partnered with UNESCO and conducted a detail groundwater investigations in two priority woredas in Afar, Elidar and Erupti. This was done through using different groundwater exploration techniques i.e. geophysics, remote sensing, radar technology, geology and hydro-geology. Thus, potential aquifers has been identified for test well drilling. The study, recommended the potential drilling site (Bure 500 meter and Dobi 150meter). Detail report including GPS locations of site is available for Bure and Dobi drilling sites.

Therefore, UNICEF would like to drill test boreholes in Bure, and Dobi sites in Elidar Woreda of Afar region and would like to sign a Long Term Agreement (LTA) with potential drillers willing to drill boreholes in Afar, Somali and lowlands of Oromia in areas that are affected with chronic water insecurity.

Objectives. The objective of these works is to support the effort of the government of Afar in reducing chronic water insecurity in areas affected by recurrent droughts and being supported by only a water trucking intervention which is a volatile business and has no trace on the lives and livelihood of pastoralists.

Starting on Monday 13-July-2015. Proposals are to be submitted to UNICEF Ethiopia Office on or before 9.00 am (East African Time) 29- July- 2015 (Wednesday). UNICEF reserves the right to accept or reject part or all of any or all bids.
