UNICEF Ethiopia Office is seeking Request for Proposal to – Conduct Outcome Evaluation of Community Led Total Sanitation and Hygiene (CLTSH) conducted with UNICEF and WSSCC in Ethiopia from 2012-2015

Background:

In 2012, the government of Ethiopia adopted the Community Led Total Sanitation and Hygiene (CLTSH) approach to promote the construction and use of household latrines and washing hands with soap or ash at critical times. The approach is implemented through the Health Extension Programme (HEP) and 38,000 Health Extension Workers (HEWs) have been deployed to mobilize the community to become Open Defecation Free (ODF). A national implementation guideline was developed in 2012 along with a training manual, a verification and certification protocol, and a monitoring framework.

In 2015, the Government of Ethiopia will be embarking on its next 5 year Health Sector Transformation Plan (HTP-V) from 2015-2020. Additionally, UNICEF will initiate its new 4 year Country Programme in 2016 with its Country Programme Document (CPD) from 2016-2020.In 2009, UNICEF in collaboration with the Ministry of Health, started implementing CLTSH in all the Regional States,   consequently, the Government of Ethiopia has demonstrated strong commitment as it rolled out the approach and enhanced the progress in the rural sanitation sector. Furthermore, the Water Supply and Sanitation Collaborative Council (WSSCC) Global Sanitation Fund (GSF) also then initiated the Ethiopia Sanitation and Hygiene Improvement Programme (E-SHIP) in 2013 which is executed by the Ministry of Health HEP with financing from the Global Sanitation Fund and implemented by 40 woredas in Amhara, Tigray, Southern Nations and Oromia regions.

Objectives.

The main purpose of the outcome evaluation is to review lessons learnt from the implementation of the UNICEF and WSSCC supported CLTSH programs and use them to influence the approach to rural sanitation in the future UNICEF CPD and HSDP-V.

Expected background and Evaluation team composition:

The evaluation team should be comprised of (but not limited to) a minimum of the following members:

- Team Leader – Senior Evaluation Specialist and has an experience of at least 12 years in coordinating and participation in similar assessments

- WASH / Public Health Specialist – With knowledge and at least 10 years’ experience of epidemiology of diseases, community approaches in sanitation and hygiene with hands-on knowledge and experience on CLTSH approaches, implementation and verification of results.

- KM/ M&E Specialist: With expertise and a minimum 5 years of experience in the area of evaluating WASH related programmes, survey design, sampling methodology, quantitative and qualitative data collection and data analysis

- Finance Specialist: With a knowledge and skill and minimum 10 years’ experience of financial and contracting procedures and analysing cost effectiveness.

The same Specialist may be proposed to fill two different positions as long as he/ she possesses the requiring qualifications and experience. This should be clearly indicated in the proposal.

The consultancy firm should ensure that specific technical knowledge is available within the team. The required experience of the evaluation team should be:

-Knowledge on institutional issues of the UN system, national and regional partnerships, and UNICEF organisational structure and programming an asset;

- Excellent writing skills in English.

- Good communication, advocacy and people’s skills. Ability to communicate with various stakeholders. Ability to express concisely and clearly ideas and concepts in written and oral form.

The Team Leader should be able to communicate in English and allocate 100% of time to the evaluation. The rest of the team may be partially allocated to the study.
