UNICEF Ethiopia Office is seeking Request for Proposal to – Conduct Post-Coverage Survey of the Enhanced Outreach Strategy (EOS) in Gambella region 

Background: The Enhanced Outreach Strategy (EOS/ Targeted Supplementary Food (TSF) for Child Survival is a joint programme with the Government of Ethiopia. UNICEF is supporting the Ministry of Health (MOH) to conduct quarterly screening and twice yearly Vitamin A supplementation and deworming for every child under five in the Country. In TSF selected districts, The EOS is also screening for malnutrition pregnant and lactating women. WFP is supporting the Disaster Risk Management and Food Security Sector of the Ministry of Agriculture to deliver two supplementary rations of Corn Soya Blend (CSB) and oil to children and women classified with moderate acute malnutrition during screening.

The EOS component aims to reduce child morbidity and mortality. The Lancet 2008 series on nutrition demonstrated that improving Vitamin A status can reduce child mortality up to 23-24 percent. It was also demonstrated that regular deworming of children promotes normal growth and prevent under–nutrition. The TSF programme aims to rehabilitate children under five years old as well as pregnant and lactating women (PLW) identified as acutely malnourished during CHD screenings in selected hot spot priority one districts. By addressing acute malnutrition in children and PLW and preventing further nutritional declines, the programme also reduces the risk of Child mortality.

Administrative data from EOS implementation usually shows a very high coverage, however, there is a need to validate this data to ensure the data quality and also recommend ways of strengthening programme performance for the future. 

Objectives: The main objective of the post-EOS coverage survey in Gambella region is to validate the EOS coverage data by gathering household level data on selected indicators. 

Expected background and Experience:

The consulting company has an obligation to assign members who will have the following background and experiences:

-The research company will assign experts all of who shall be adequately qualified and experienced in conducting public health/nutrition surveys to deliver the expected outputs in a satisfactory and timely manner.
