UNICEF Ethiopia Office is seeking Request for Proposals (RFP) from Local Firm/Company/Organisation – To Conduct a Frame Work Agreement for assessment(1) design and  (2) Supervision works for Rehabilitation of   workspaces for child friendly benches of court (25), Community diversion centers (9), child protection units’ police (25) & special investigation and prosecution units (25). Totaling to 84 structures in 25 woredas. 

Background: UNICEF is starting to  implement the child justice Programme in Somali  region  with funding support from DFID  under the programme components  of Peace and  Development Programme, which aims to strengthen the institutional capacity of justice organs to provide access to efficient and effective services for women and children hence the  need to have available child friendly justice services package services points in the 25 woreda in somali region  which include Child friendly bench, Community diversion centers, Child Protection Unit (CPU) and Special Investigation and Prosecution Unit (SPU).These structures are not available in regions or requires modification of existing courts and police  units based on technical assessment to be undertaken by the  engineering supervising firm. 

Objective: The Somali child justice project aims to strengthen the institutional capacity of justice organs to provide access to efficient and effective services for women and children hence a need to have available services points in the 25 woreda. The supervising  engineer will provide ” technical support rehabilitation works by undertaking assessment of existing physical structures in target courts and police stations and designing Bill of Quantities(BOQs) and structural drawings, and oversee the construction child friendly justice facilities. 

Experience of the firm and Team Composition: The engineering firm must have proven design and supervision experience in the area of rehabilitation/building construction with robust experiences in supervising works. Shall in all professional matters act as a faithful adviser and contractor to UNICEF and BoFED in carrying out the services, and shall exercise all reasonable skill, care and diligence in the discharge of his/her duties. The engineering firm should have the following qualifications:

  1. The firm must have experience in designing, supervision of rehabilitation and construction works for at least 5 years.
  2. Have adequate staffing with in  civil engineering  (degree is  preferable) other related fields, Minimum of 5 years of relevant experience of civil construction and experience in NGOs or UN agencies works  has an advantage;
  3. Eexperience in working with regional and woreda governments’ level is desirable and excellent verbal and written communication skills (fluency in both English and Somali).
  4. Strong interpersonal skills, ability to establish and maintain effective working relations with others; and Proficiency in computer applications such as word processing, spread sheets, or any other design software, etc.
