Consultancy service to conduct a baseline study for the implementation of improved cook stove and solar projects in Tigray & SNNP regional states

I.              Introduction

The Energising Development (EnDev) Ethiopia is supporting the improvement of access to modern energy services in Ethiopia within the framework of the Energising Development (EnDev) Partnership. GIZ EnDev Ethiopia is working closely with the Ministry of Water, Irrigation and Energy (MoWIE) in the implementation of the programme, providing technical assistance and cooperating with governmental and non-governmental organisations, private institutions and enterprises, as well as cooperatives and rural communities.

Irish Aid Ethiopia’s overall goal is to support Ethiopia’s growth and poverty reduction plans so that the poor benefit from, and contribute to, equitable economic, social and environmental development.

GIZ EnDev Ethiopia is going to implement in cooperation with Irish Aid off-grid lighting and improved clean & efficient cook stove in SNNPR and Tigray to support the livelihood improvement of rural households through providing access to modern energy technologies.

II.            Overall Objective of the Assignment 

The overall objective of the study is to provide GIZ EnDev Ethiopia with a baseline survey on the current situation of access to modern energy service (for cooking, baking and lighting) and the socio-economic conditions in selected Weredas of SNNP and Tigray region that serve as yardstick for the evaluation for the socio-economic impacts of the conducted measures within the project.

III.           Scope of Work
The baseline survey will be conducted in 6 woredas of SNNP and 4 woredas of Tigray regions. The study team will be in close coordination with EnDev Addis Ababa and regional offices of SNNPR and Tigray region, regional and Woreda level energy bureaus and offices, and other relevant regional partners.

V.            How to apply and submit application

  • The consulting firm should have proven experience in renewable energy studies and staff from multi-disciplinary backgrounds including qualifications in health, education, social sciences and climate change, with experience in qualitative and quantitative research.
  • The consultancy firm should have proven experience of carrying out large scale qualitative and quantitative baseline studies focusing on renewable energy and livelihood.
  • The firm should have a team which is strongly familiar and knowledgeable on the national renewable energy, health, education system specifically in SNNPR and Tigray region.
  • The firm should have research/survey skills and experience, including good comfort level in sampling and with the design and implementation of tools and questionnaires.
  • The firm should have team with adequate knowledge, skills and experience in participatory methodologies on baseline studies of similar nature or related projects in Ethiopia.
  • The firm should demonstrate that they have extensive experience in research including designing and conducting similar surveys, especially in renewable energy, education health, climate change and related projects.
  • A demonstrated high level of professionalism and the ability to work independently under high-pressure situations and tight deadlines.
  • The team should have composition of high proficiency in written and spoken English.
  • The consulting firm should have understanding of livelihood of rural households.
