REQUEST FOR PROPOSAL- (RFP -ETH- 2015 – 9117702) 

UNICEF Ethiopia Office is seeking Request for Proposals (RFP) from Firm/Company/Organisation – (1) to develop an Evaluation plan of the Amhara region ending child marriage program intervention which include a Baseline Survey, Mid-term Review, and (2) final Evaluation of the program as well as regular monitoring data to be collected every six months. 

Background:

UNICEF in collaboration with BOWCYA and other partners has planned to implement ending child marriage program in Amhara region. The objective of the initiative is to galvanize stronger programmatic action, political support, and resources towards ending child marriage and to generate consensus based on evidence on best ways to achieve results at scale. Its ultimate goal is to contribute to the country’s target to eliminate child marriage by 2025 through progressively reducing the prevalence of child marriage in the region. 

Objectives: The purpose of the evaluation plan is to inform the ECM program implementation in Amhara region and establish knowledge management system to generate learning from the implementation the ending child marriage program in the region.

Expected Background and Experience of the firm/organization: The minimum experience and educational background of professionals required as team composition to be mobilized for undertaking the survey by a consultancy firm.

  1. 2 specialists with a Masters in social science who have at least 8 years of previous research experience preferably on HTP.
    1. 2 statisticians (BSC and above) with knowledge of statistics software for designing the sampling frame, data entry and tabulation and 4 years of relevant experience.
    2. Enumerators with 2 years of experience on data collection and first degree in social science or statistics (numbers to be determined on the basis of agreed sample size)
    3. 1 project manager with a Masters in management or any Social science fields and 8 years of experience.

Experience & credibility of the consultancy firm that carried out similar job for other national/international agencies will be an advantage. The consultancy firm should make available the CVs of their employees, in order for us to determine their professional competency such as Academic Qualification Research, experience in the area of Social Science Research particularly in the area of Harmful Traditional Practices (with sample research reports submitted and good analytical knowledge, language skills and fluent in English and Amharic are desirable.
