INVITATION TO International Competitive Bid (ICB)

Bid No. 69/2014/15 

1. Commercial Bank of Ethiopia invites interested eligible and qualified bidders to provide information to prepare a Request for Proposal (RFP) for the procurement of Consultancy service for the development and followup of a five year information technology roadmap.

2.  Objective Of The Project: 

The objective of the project is to produce and follow the implementation of a five year Information Technology Roadmap to support the bank’s five year business strategy.

Scope 

The scope of the consultancy service is to produce the Five Year CBE Technology Roadmap and to follow the implementation of the Roadmap through its life span of five years; 

The roadmap preparation may include, but not limited to;

• Assess CBE’s current mission, vision and strategic objectives,
• Assess the existing technology of the Commercial Bank of Ethiopia ,
• Conduct gap analysis,
• Identify CBE’s technology needs and major intervention areas,
• Identifying the products that will be the primary focus of the     Technology Roadmap, and prioritize,
• Identifying the critical system requirements and their targets,
• Identifying technology alternatives and
• The preparation of the final Roadmap Report

3. Bidders shall be quite sure to state direct line phone number, cell phone number, fax    number and e-mail address of their organization correctly while collecting bid documents. Failure in receipt of bid communication due to incorrectness of the above will not be the responsibility of the bank. 

4. A complete set of RFI documents may be obtained from Commercial Bank of Ethiopia, Procurement Sub-Process, opposite to Vatican Embassy, next to Gibson Youth Academy, Facilities Management Building, 1^st Floor, Room No. 101 against payment of a non-refundable fee of Birr 100.00 (one hundred birr) only during office hours (Monday to Friday 8:00-12:00a.m., 1:00–4:15p.m.; and Saturday 8:00-11:45a.m.). Presentation copy of renewed Trade License, Tax Clearance Certificate and VAT Registration Certificate is a must.

5. RFI responses must be deposited in the tender box prepared for this purpose at Commercial Bank of Ethiopia, Procurement Sub-Process, during office hours before April 21, 2015, 10:00 a.m. at the place mentioned under no. 2 above.

6. RFI response envelops opening shall be held in the presence of bidders and/or their legal agents who wish to attend, on April 21, 2015; 10:30 a.m. at the place mentioned under no. 2 above.

8. Failure to comply any of the conditions from 3 - 5 above shall result in automatic rejection.

9. The CBE reserves the right to accept or reject any or all bids.
