Bid No. 56/2014/15

  1. Commercial Bank of Ethiopia intends to implement an Enterprise Document and Records Management System (EDRMS) that consists of an integrated records management and document management tool set; that meets the bank’s technical and non-technical requirements. To this effect, CBE is looking for a suitable software solution which will ultimately be deployed and contain all the security features that are needed to protect the confidentiality, availability, integrity of information and non-denial of transactions carried out through EDRMS.The winner supplier expected to install and implement EDRMS software that is robust and scalable which fulfill all the requirements presented in the tender document.
  2. The Bid document shall be obtained commencing from February 11, 2015 from Procurement Sub-Process, cited at Commercial Bank of Ethiopia, Facilities Management Building (Near Vatican Embassy), 1st Floor, Room No. 101 against payment of a non-refundable fee of Birr 300.00 (Three hundred Birr) only during office hours (Monday to Friday 8:00-12:00a.m., 1:00–4:30p.m.; and Saturday 8:00-11:45a.m.). Presentation copy of related renewed Trade License and or Tax Clearance Certificate or Certification on Tax issue from concerned organ is a must for foreign bidders. Local bidders should include Vat Registration Certificate in addition to the above requirements. Any foreign company is obliged to delegate a local agent. An agent should have a power of attorney and should present Trade License, Tax Clearance Certificate and VAT Registration Certificate.
  3. Bidders shall be quite sure to state direct line phone number, cell phone number, fax number and e-mail address of their organization correctly while collecting bid documents. Failure in receipt of bid communications due to incorrectness of the above will not be the responsibility of the Bank.
  4. Bid proposal shall be accompanied by a bid security for amounting Birr 80,000.00 (Eighty thousand only) or equivalent in USD or Euro or Pound Sterling in the form of unconditional Bank Guarantee or Cash Payment Order (C.P.O). Bid security issued by foreign banks shall be counter – guaranteed by Local Bank’s. Bid security in any other form is not acceptable.
  5.  All bids must be deposited in the tender box prepared for this purpose at Procurement Sub-Process, cited at Commercial Bank of Ethiopia, Facilities Management Building (Near Vatican Embassy), 1st Floor, Room No. 101 during office hours before March 31, 2015 at 10:00 A.M.
  6.  Bid opening shall be held in the presence of bidders and/or their legal agents who wish to attend, on March 31, 2015 at 10:30 A.M. at the place mentioned under no. 5 above in Facilities Management Meeting Hall.
  7. Failure to comply any of the conditions from (2) to (5) above shall result in automatic rejection.
