1. TopicConsultancy Services – (1) to strengthen the capacity of the Central Statistical Agency and (2) the new established National Planning commission in poverty analysis of Child Well-Being in Ethiopia- (5 months)

2. Background

Ethiopia is making strong progress towards the achievement of MDGs, under 5 mortality rate has declined by 47 percent over the course of the last 5 years from 166 deaths per 1,000 live births to 88 deaths per 1,000 live births[1].The country has register a 2 digits growth in the past 10 years and according to the recently published Growth and Transformation Plan Annual Progress Report for the financial year 2012/2013 more than 65% of public expenditure has been spent on pro-poor sectors such as education, water, health, agriculture, roads and energy[2]. The progress so far recorded is attributed to strong commitment by the Government of Ethiopia (GoE) and its development partners’ to the MDGs and the success to mainstream MDGs into the national development plan.

3. Objectives:

Specifically the study aims: (1) to strengthen the capacity of the Central Statistical Agency and the new established National Planning commission in poverty analysis. (2)to strengthen the analytical capacity of the Central Statistical Agency to produce poverty statistics for children using the Household and Income and Consumption Expenditure Survey(3) produce a report on Child Poverty jointly with the Central Statistical Agency and analyze the implication of the study findings in collaboration with the National Planning Commission. 

The analysis of child poverty should take a three-part approach that focuses on poverty through a progressively specific analytical lens: 1) A profile of monetary poverty and inequality amongst children (2) An assessment of the access to health, education and social service of poor children (3) A set of recommendations on how public policies could more effectively reduce child deprivations by providing better services and protection for children and by fulfilling the rights of all children in the particular country context. 

4.   Background and Experience Required of the Firm/Institution. 

This work will be carried out by a team comprising of economists and social development experts with a strong track record in quantitative and qualitative methods.

The assignment is open only for consultancy firms (with current legal documentation) that qualifies based on the following criteria:(1)Previous experience in carrying out similar assignments on quantitative analysis and poverty analysis (2) Engage appropriate mix of professionals from expertise and experience point of view. Ready to engage individuals for the assignment with professional background on analysis of quantitative data, health financing, a quantitative methods(3)Have institutional capacity to deliver the assignment within the specified period of time as indicated in this terms of reference.
