INVITATION TO BID NOTICE 

OPEN INTERNATIONAL COMPETITIVE BIDDING
TENDER NO. FP/OT/02/SC 2014/15

1. The Federal Democratic Republic of Ethiopia Sugar Corporation invites suitably qualified & eligible bidders to submit wax-sealed bid for the Provision of Consultancy Services for Project Management Contract Administration, System Development and Standardization through international competitive bidding procedures.

2. The required services of the consulting company is as detailed in the TOR that includes, but not limited to, review gaps in project and contract management systems including its bidding process for post and pre-award contracts implemented by the sugar corporation; Benchmark a world-class contract administration and project management system and tailor/design a new system that would ensure efficiency and effectiveness the corporation's projects.

3. The consultation works shall be completed within 180 calendar days including site visit and handover.

4. A bidder shall present data and testimonials that it has enough experience in providing consultancy services of similar nature, and other documentary evidences as indicated in the bid document.

5. The best evaluated bid shall be the bid that scored the highest points from the combined evaluation result
i.e., 80% from technical evaluation + 20% from the financial evaluation.
Interested eligible Bidders are invited to participate on this tender directly or through their duly represented local agents. In case of represented by the local agent, the agent shall furnish letter of representation from the principal, and valid Trade License, Current Tax Clearance, TIN, VAT from Ethiopian Revenues & Customs Authority and Registration Certificates from any mandated public body.

6. A complete set of bidding document (hard copy) in English can be purchased by interested bidders during office hours from the address mentioned below upon payment of a non-refundable fee of Ethiopian Birr 500 (Birr Five Hundred) in cash:

7. Wax-sealed bid marked as per the instructions given to the bidders in the tender document and addressed
to the above address must be received by the CLIENT on October 30, 2014 at or before 2:00pm afternoon.
The document will be received through bid box or hand delivered. No liability will be accepted by the Client
for loss or late delivery.

8. Technical Bid Documents and Bid Bonds will be opened in the presence of bidders or their representatives
who choose to attend on the date and address specified above at 2:10pm afternoon in room No. 102.

9. All bids must be accompanied by bid security. The amount of the bid security shall be Birr 65,000.00 (Ethiopian Birr Sixty-five Thousand) or USD 3,220.00 (US Dollars Three Thousand Two Hundred Twenty) in original form of Unconditional Bank Guarantee or CPO from a Commercial Bank in Ethiopia or from a reputable foreign bank/financial institution from any other eligible country. The Bid Security shall be valid for at least One Hundred Fifty (150) days beyond the Bid submission Deadline. 

10. The bid shall remain valid for One Hundred Twenty (120) days after the bid submission deadline.

11. Sugar Corporation reserves the right to accept or reject any or all bids.
