DESCRIPTION OF REQUIREMENTS

UNECA hereby seeks suitable General, Building or Road Contractor(s) that have valid  license of grade GC/BC/RC-3 and/or above to express their interest in order to carry  out construction/repair of 'internal roads' and 'walkways' within the UNECA compound and the works are to be carried out as Project A and Project B. 
Project A - The successful contractor shall furnish all labor, material and equipment  necessary for the proper execution of the above-mentioned works according to the  civil/structural design. The internal road work component is composed of sub-base,  base and surfacing of 5,626m2 of internal road, while the walkway work component is  to be done based on dressed stone paved walkways with different pattern, color, curb  and drainage - details are in the project drawings. 
Project B - The successful contractor shall furnish all labor, material and equipment  necessary for the proper execution of specific requirements with similar civil/structural  design for a period of 60 months on an 'on-call' basis, based on the unit costs received  in Project A.
Detailed requirements will, however, be indicted in the solicitation document that will  be issued in a form of a Request for Proposal (RFP) to those companies that will  express their interest to this request for expression of interest. 
Please note that the UNECA is precluded from entering into a contract with a firm that  is not fully registered with UNECA. Those interested in responding to this invitation  but not currently fully registered as vendors with UNECA, are encouraged to register  before submission of the bid. SPECIFIC REQUIREMENTS/ INFORMATION (IF ANY)

Project A - On award, perform part or all the work in the EOI/RFP based on the unit costs and is considered the winning bidder.
- Walkways: dressed stone paved walkways with different pattern and color.
- Internal roads: to provide sub-base, base and surfacing of 5,626m2 of internal road and curbing.

Project B –
-The winning bidder will be awarded a contract for the above work subject to budget limitations and will also be awarded a LTA (Long Term Agreement) for a period of 60 months for similar work at the unit costs submitted for similar work at lump sum basis on the ECA compound
-For lump sum basis, the winning bidder will be asked for individual proposals during the term of the contract to execute smaller individual work packages by way of an allowance/estimated amount from zero to $100,000 per year for additional work in the ECA compound of similar nature.
-The work may include but not limited to demolition of required length and restitution of existing reinforced or cinder block walls to facilitate construction on west side of road 4 and other similar demolition and restitution in the compound, modifications/reductions, construction of stairs/handrails/ramps or similar road/sidewalk works, repair and adjustment/rebuild of similar drains/cast iron grill channel/concrete/asphalt repairs on existing ECA compound roads, painting/marking of road lines, adjustment of typical curbs for lowered/accessibility entrance areas where required, excavations and grading to facilitate access/manholes and drainage in the compound and around security/vehicle gates, civil works and concrete/conduit work to support lighting projects, patching and reparing asphalt and concrete areas, supply of material/equipment for similar civil works.

EOI INSTRUCTIONS

1)  Registering as a Vendor with the United Nations
Vendors interested in fulfilling the requirement described above must be registered at the UN Global Marketplace (www.ungm.org) with the UN Secretariat in order to be eligible to participate in any solicitation. Information on the registration process can be found at http://www.un.org/Depts/ptd. 
Prerequisites for Eligibility
In order to be eligible for UN registration, you must declare that:
A.    Your company (as well as any parent, subsidiary or affiliate companies) is not listed in, or associated with a company or individual listed in:

I.    the Compendium of United Nations Security Council Sanctions Lists (http://www.un.org/sc/committees/list_compend.shtml), or 

II.    the IIC Oil for Food List website or, if listed on either, this has been disclosed to the United Nations Procurement Division in writing.

B.    Your company (as well as any parent, subsidiary or affiliate companies) is not currently removed or suspended by the United Nations or any other UN organization (including the World Bank);
C.    Your company (as well as any parent, subsidiary of affiliate companies) is  not under formal investigation, nor have been sanctioned within the preceding three (3) years, by any national authority of a United Nations Member State for engaging or having engaged in proscribed practices, including but not limited to: corruption, fraud, coercion, collusion, obstruction, or any other unethical practice;

2)  EOI Process
Vendors interested in participating in the planned solicitation process should forward their expression of interest (EOI) to United Nations Economic Commission for Africa (UNECA) by the closing date set forth in this EOI. Due to the high volume of communications UNECA is not in a position to issue confirmation of receipt of EOIs. 
Please note that no further details of the planned solicitation can be made available to the vendors prior to issuance of the solicitation documents.
