DESCRIPTION OF REQUIREMENTS

The United Nations Economic Commission for Africa (UNECA) is located in Addis Ababa  invites suitably qualified firms to submit their Expressions of Interest (EOI) to participate in the upcoming competitive bidding exercise for the Provision of Consultancy Services for for Evaluation of Joint Finance Agrement .

The mid-term evaluation will cover the period December 2013 to December 2016. The evaluation will comprehensively review the Joint Financing Agreement (JFA) between the United Nations Economic Commission for Africa and the funding partners, in support of the African Minerals Development Centre (AMDC). The review will address the seven result areas of the Centre namely policy and licencing, geological and mining information systems, governance and participation, artisanal and small-scale mining, linkages, investment and diversification, building human and institutional capacities and communication and advocacy. The review will also review the effectiveness of the Center’s governance structure.

The evaluation will systematically determine the extent to which the AMDC is attaining its expected outcomes. Thus the main objective of the evaluation will be to assess the Centre’s relevance, effectiveness, efficiency, partnerships and progress towards achieving outcomes.

Based on the findings, the evaluation will make recommendations to enable reflection and learning with the view to increase the results of the Centre. The evaluation will also provide the Joint Financing partners with lessons for future plans on how to best support AMDC in implementing its activities; and other possible collaborative options between ECA and JFA partners.
