DESCRIPTION OF REQUIREMENTS

United Nations Economic Commission for Africa (ECA) located in Addis  Ababa, Ethiopia is seeking Expressions of Interest (EOIs) in order to pre-qualify  companies with the required expertise and experience to demolish existing  tenant works and carry out new refurbishment works to provide the existing tenants with permanent or temporary relocation space during the renovation of  the Africa Hall building. ECA intends to appoint a single vendor for these works. 
This project is for the demolition of existing tenant works and new refurbishment works to facilitate commercial tenancies within both the Nile and  Congo Buildings at the UNECA campus in" Addis Ababa. The total area of the  works, including circulation and foyer, is approximately 1800m2. 
The works in the Congo building are located predominantly on the ground floor  and minor areas of the basement and level one. The remaining seven (7)  stories of the Congo Building will remain operational throughout the  construction works.
The works in the Nile building are predominantly on ground floor and level one  (1), with minor areas of work required on lower ground and roof levels. Access  to operational areas of the lower ground must be facilitated throughout the  duration of the construction works. Levels ground and one (1) will be  unoccupied for the construction period. 
The works generally are to provide 'hard' fitouts of new retail tenant spaces for  the existing tenants located within the Africa Hall Building. NB: The 'soft'  tenancy fitouts (furniture, fixtures and equipment) do not form part of the  project scope. At the substantial completion of this project, retail tenants will  decant into the newly refurbished Congo and Nile buildings, enabling the Africa  Hall renovation project to commence. 
The hard fitout works include (but are not limited to) structural upgrades, lighting, electrical, communication, security, mechanical, hydraulic engineering  upgrades, new external and internal aluminum facade partitioning, linings and  fire safety upgrades. Minor civil site works are required to facilitate services connections with the existing site infrastructure. 
Interested bidders are informed that for the implementation of the Project, UNECA has set up a dedicated management team/unit. A design firm has been  appointed to provide all technical services related to the design and  construction management, including work supervision and quality control.

SPECIFIC REQUIREMENTS /INFORMATION (IF ANY)


Pre-qualification of firms responding to this EOI will be conducted by evaluating responses according to the criteria summarized below (see also attachment 1).

1.1 Company International Experience 
a. Demonstrable experience working with an International client 
b. Demonstrable experience working within an International market in  relation to supply chain  logistics and procurement 
1.2 Company professional experience 
a. Undertaken within the previous 5 years, a minimum of 3 similar  projects with the characteristics of: 
i. Working within a construction environment that is  concurrently operational 
ii. Commercial or public project: work larger than 2000m2 
iii. International standard quality 
b. Project client contact details and addresses of above projects 
1.3 Technical capacity of key project personnel within company nominated for  the project 
a. Key personnel must have demonstrable qualities including: 
i. Experience in similar projects of this size and nature 
ii. English (written and spoken) proficient 
b. The key personnel include: 
i. Site Foreman (lead site construction manager) 
ii. Project Manager 
iii. Technical Officer / Project engineer 
1.4 Financial suitability 
Level UNGM Registration 
1.5 Legal Requirements 
a. Registered construction company established longer than 5 years 
Details regarding the documentation to be provided to prove compliance with the above requirements as well as related thresholds are listed in the Annex 1. 
ECA reserves the right to verify statements and not to invite all those companies who had expressed interest. Only the short-listed and eligible firms that are successful at this pre-qualification stage will be invited to participate in the above tender through a Request for Proposal (RFP). 
Interested firms should submit a fully completed Vendor Response Form to the  above listed email address attaching all supporting documents. All questions  should be sent through the same email address not later than 14 September  2016. The UN reserves the right to reject incomplete Expressions of Interest  responses. 
Please note that the ECA is precluded from entering into a contract with a firm  that is not registered with ECA. Those interested in responding to this EOI but,  not currently registered as vendors with ECA, are encouraged to register before  submission of the EOI in the United Nations Global Market Place (UNGM).
