Invitation for bid

1.    Introduction

Within the GIZ Programme sequa implements the project “SME Grant Scheme targeting growth-orientated SMEs” in Ethiopia. Sequa aims to facilitate business growth and job creation of Ethiopian small and medium enterprises (SMEs) by increasing their competitiveness and productivity so that their products and services will satisfy the demand on local and international markets. A specific focus will be provided on women-owned SMEs, job creation, and employability training for women.

2.    Background of the project

SME growth in Ethiopia is hampered by low levels of access to finance. Banks (private and public) and MFIs, which are considered as a major source of finance for SMEs, are not serving the market due to information gaps on the size of the market, the needs and potential of the SME segment, weak targeting, limited institutional capacity, and lack of appropriate products and lending procedures.

In addition to the key constraints stated above, the prevalence of a highly illiquid market also deterred financial institutions from expanding their product range and taking on additional risk. Instead, they finance ‘low hanging fruit’ such as large industries and trade finance. Meanwhile, the regulatory side of SME financing is conducive for both banks and MFIs to lend to SMEs. There are no restrictions to adopting novel lending approaches such as cashflow-based lending. Financial institutions are free to innovate as long as the proper risk management mechanism is put in place to meet MFI and bank requirements on portfolio quality. A regulation was issued to allow the use of movable assets as eligible collateral. Houses and/or buildings had been the only acceptable collateral by banks prior to this. 

3. Objective of the grant: To support selected banks with key equipment and capacity-building services to facilitate access to finance for SMEs and enhance their growth and job creation potential.
